It's unfeasible for an open world game to have every building be enterable while having a remotely good sense of scale because you need filler buildings for sense of scale. And this isn't some dumb excuse for "laziness", it's the same reason you can't enter every building in GTA.

Do poketards not play any other open world game? Most buildings in these kinds of games can't be entered. What would be the point of populating every single building anyway? Just having some NPC in each one talk about how much they love Pokemon like in every other game?
Even Witcher 3 which does try and make several buildings (still nowhere near all of them) enterable, gets around this by having only a handful of really big cities.
There's so much to criticize about these games and Poketards pick not only one of the dumbest things to cry about but one that also completely betrays how little they know beyond Pokemon. The quality of the games really does match the fanbase

They don't have a ton of buildings, but Paldea's towns aren't too bad compared to the rest of the series. Some like Artazon and Cascarrafa are pretty large in surface area, and smaller ones like Zapapico still have cool designs relative to the usual "5 identical buldings and a pokemon center placed in a grid"

And as the other anon said, it's fine that not "all" buildings are enterable.
Now, whether SV had enough enterable buildings or not is a different discussion.

Poketards don't play anything except Pokemon, anon. They're used to when you could enter almost every single building from the era of chibi proportions, so once SWSH did away with that, they've only been getting more and more upset that less and less buildings have interiors.

Literally nearly every game in existence that's centered somewhat on a human civilization is going to have unenterable buildings you fucking retard, especially if they want to pull off the feel of a big city. As multiple people have said in this thread it is nearly impossible and not worth it from a game design perspective to flesh out a city with tons of huge buildings with their own interiors and relevant NPCs with notable dialogue
