>>53642103>Defensive Tera would not be cancer on defensive mons but the issue is Offensive mons can use it just as wellYes, and? That gives offensive teambuilding some depth, especially when you know the opponent's Tera beforehand.
Also, half the mons you listed don't use anything more than 1 or 2 Teras max. Dragonite already has an amazing Defensive ability in Multiscale, so it Ter Normals 99% of the time. Likewise, all Annihilape needs is defensive Tera because Rage Fist fucks all on it's own, so I have literally never seen it run an offensive Tera type.
Bundle basically exclusively uses Tera Ice currently, all Palafin'll be using is Tera Water because Water moves is all it needs to tear a team in half, and Bundle rarely every Teras, but when it does it's usually to give the lacking power of Freeze Dry the extra bump it needs. The only unpredictable ones you listed are Volcarona (largely only in Singles, because it does jack shit offensively without big setup in Doubles. Tera arguably only exacerbates it matchup-fishy nature that made it infamous in every gen since it's introduction), Flutter Mane (kinda problematic on the whole, but still usually opts for Tera Fairy to shirk it's Dark neutrality), and Kingambit (genuinely unpredictable in Singles and borderline OP given it's top dog in both normal and NatDex OU, but it's nature as a single-target attacker makes it much more manageable in Doubles, not helped by official tournies using Teamsheets that show Tera Type. It's usage is only enough for 12th in the current tourney for a reason)
