Starmie is best against Garde & Mirai, but Vulpix already takes care of those. I guess it can be fine against a Lugia player that overextends, but then you're hoping for you opponent to play badly. It doesn't seem necessary to me.
Outside of that, I think you want more Melony since Palkia acceleration is one time only.
And a couple leafy poncho for your Vulpix. In fact, what is the belt for? Palkia hits for 260, 290 with belt, and still misses Mew and V-guard Lugia. Poncho seems more important than belt here, since rope+boss is the easiest way to deal with the 'pix for Miraidon.
If you want a heavy hitter, maybe try Kyurem? Otherwise as 1-prizers you have blockface Eiscue and wild freeze Articuno.
