Phione would be fixed if Eviolite worked on it (and Meltan and also Carbink too).

I always liked it more than manaphy, design-wise. It's cute. In battle I've only ever used it in randbats but it was fun, hydration+rest is fun even with glalie-tier stats.

it's still capable of breeding into other phione so it's not like it would break lore to have a wild population somewhere

All of Phione's Pokedex entries mention that it lives in a warm sea, while Manaphy is said to be from a cold one. Manaphy is also easily affected by its environment.
This implies that Manaphy eggs can only be produced in its natural habitat. Anywhere else will result in Phione.

because getting a manaphy first makes phione worthless, considering its specifically designed to be a shittier manaphy

That just makes things even more confusing considering the original method to get Manaphy in Ranger has the egg washing up on a tropical island, while the games you can transfer it to in order to breed it and get Phione take place in a cold northern region

It was probably intended to be an evolving pokemon but they made it a mythical at the last second. Back then game freak was super autistic about rules so an evolving legendary was off limits.

I think another possibility is that Manaphy would have had a form change like Shayman, with Phione being the scrapped form. The dex entry in pearl even says that Manaphy is easily affected by its environment.
