You literally learn in the postgame that Geeta makes the Gym Leaders hold back. Because Katy is the Gym Leader an academy student is most likely to challenge first, she has to use weak Pokemon.

Gym leaders are always holding back during the main story, they're not supposed to shitstomp the player, they're just supposed to be roadblocks for a trainer to test their skills. That's why you can fight them again with their actual teams in postgame. It makes much less sense for people like the Teachers and your school friends to be packing full teams of lv. 60+ Pokemon, though I know that it's mainly just a gameplay thing to make up for no Battle Tower.
