I like it, and it's a good design in and of itself. But compared to other pokemon it seems a tad overdesigned. Maybe remove the 3 diamonds from its tail, and either the yellow wings on its cheeks or the spikes on its head. There's just too many details trying to grab your eyes, compared to Raichu or Dragonite or whatever.

Can a Raichu actually learn surf, though?

To my knowledge, the Gen 1 Surfing Pikachu is locked to Pokemon Stadium, meaning it cannot be evolved or transferred, right?

The only other instance of Raichu knowing Surf is when a Gym Leader has it.
