bulbasaur and ivysaur are easily the best first and second forms(especially bulba) but venusaur is the weakest which is arguably the most important stage
charmander line is the one that remains consistently good throughout but though it doesn't have lower lows it doesnt have particularly higher highs
squirtle and wartortle are by the weakest first and second forms but blastoise is the best third form which is arguably the most important stage
all in all they are 3 stellar lines so it's gonna depend on personal preference and what you value more
