And while we're at it, Chuck should have a 3rd Pokemon. You could give him Hitmontop since the other two people in his gym use Hitmontop and Hitmonlee. OR give him Heracross since its entire gimmick is throwing things with its horn and Chuck throws a rock.

Also they seemed to want to avoid doubling up on Gen 2 Pokemon much as possible, so if an Elite 4 used a Gen 2 Pokemon, a gym leader wouldn't be able to use it.
Considering that no Gen 2 gym leader specialized in a type that was used in a Gen 1 gym, and Johto and Kanto share a league, they seem to have designed to be fit in with the Gen 1 gyms.
