Chesnaught was never supposed to succeed, it and delphox were intentionally designed to be ugly and weak to make shilling greninja easier. It is probably the single least popular starter in the series. In that sense it's a failure, but that's exactly what it was intended to be.
Rillaboom was supposed to be another chesnaught situation, and it certainly is comparably hideous and unpopular, but they accidentally made it strong. So I'd argue that they failed to make it utterly worthless like they intended. Inteleon failed similarly but in reverse, being ugly like rillaboom but weak and popular instead of strong and unpopular.
