Totally different types of development even if they're likely to have high correlation. A pokemon that never battles can easily grow old while still being low leveled and unevolved, just like there's plenty of fully grown adults who have no skills or experience and will never expand their horizons beyond working some menial job in their home town. A recently hatched pokemon being trained rigorously or fending for itself in the wild could reach a higher level and evolve very young, just like there's some kids that are really smart and work hard to graduate early or have generally been through a lot and come off as more mature as a result. There's also strong pokemon that potentially could evolve but don't for whatever reason. Both the games and the anime have multiple examples of these scenarios which disprove that retarded headcanon so I have no idea why it's so popular. But it's everywhere and it's annoying because it's such a braindead take. Every time I see it in a fic or a comic or something it makes it immediately clear the creator has no idea how to develop characters. I'd assume most of the really cringy stuff like introducing their oc in a pmd story and including something like "I'm level 14 for now, but my birthday is in two weeks so I'll be level 15 soon!!1!" in the first paragraph is mostly kids just getting into writing thinking they're making clever use of game mechanics in their attempt at worldbuilding, but it definitely pops up in more serious works and general discussion too. Don't know how much of the "I hope that pokemon's low level" shitposters I see around seriously think it works like that vs just using it as thinly veiled code to talk about their shota/lolli fetishes without getting vanned, but clearly it's common in furry/nsfw stuff too so they're being gross AND stupid.
