To start, some simplicity doesn't get it there. A few early gen designs were simplistic, but each Pokemon generally kept a consistent level of detail. This is a mess of minor details on a simple background of a body.
Neither does the fat upright lizard body shape; It's actually much too streamlined. Early gens were cartoonishly dramatic with their fat, and it doesn't have the full body plate armour look to keep up with Tyranitar. This is part of what makes it look off.
Early gen design concepts were much more focused, broadly speaking. Usually an idea plus an animal. This thing is a handful of competing choices that have seen no attempt at cohesiveness. The ice armor face, the awfully red wolverine claws, the single back plate, the few hexagons, the rubber costume body. It is, in no uncertain terms, a complete mess.
Early design concepts also faced severe draft processes, if it wasn't up to standard or was too unfocused it was scrapped, torn down and drawn back up. You can actually see that this was an early draft someone just colored in and called it a day.
In terms of specific design elements missing the mark completely, in no particular order: The eyes, the nose, the chin, the hexes, the feet claws, the color palette, the wolverine arrows, the body.
