Gen 4 has a pretty good mix of good and bad mons. There's a lot of really good unique mons for the region, as well as a really strong core group of legendries.
With the cross-gen evolutions there's unfortunately a lot of hit-or-miss. Baby pokemon are pretty universally crap, and Rhyperior and Dusknoir are just worse than their second-stages. But then there's stuff like Togekiss, Yanmega, and all the cool ice mons on the other end of things, so it does balance out.
