Would Delibird be good if it had an ability that let it act twice per turn (as a loose reference to Santa doing so much in one night)? Or is it so shit that even that wouldn't save it? It's one of those Pokémon that is just too iconic to give an evolution.

Does it even have enough good support moves to make this useful? There's no point using Tailwind twice, and it doesn't have any healing except Rest, so it can't become unkillable with Substitute + Recover or something.

Eh, it's okay.
While it has only one (two from SM onward) level-up moves, rather uninspired abilities and mediocre stats, it still can learn some TM/Tutor moves to patch it up. Hustle Aerial Ace is a hidden gem, even from 55 ATK.
Also, people are beating these games consistently using Unown and half-dead Magikarp.

Being a Ribbon Master just means getting every ribbon you CAN get for a mon, it's not like Gen4+ onwards mons can ever get the Orre and gen3 exclusive ribbons either.

I used Kricketune somewhat recently in Platinium.
Despite my best efforts to loosely EV train it, and have a moveset about as solid as you can have for it ingame (I think it was SD/X Scissor/Brick Break/Night Slash) I couldn't stop it from floundering at the late game, and it was the same playthrough where I made Lumineon work really well.

I did something similar to this in XY transferring my Simisage and Hawlucha up through the gens. When dexcut came I gave up.

I tried looking for a Gen 1 mon that best fits this criteria.. and I think I found it.
I've never seen anyone unironically use snek, or claim snek is his favorite.

which is a shame, it has decent stats and movepool.
It even learns Earthquake and Rock Slide.

I think the Anime is partly to blame, because Jessie's Arbok is shit therefore people think Arbok in general is shit.

Ekans is an early game mon, I guarantee tons of people have used it.
I think Mr. Mime is the least used gen 1 Pokemon. It's only available as an easily missable trade and you have to trade an Abra, which would become a Pokemon that is better than Mr. Mime. Also it's ugly as shit.

I don't think it's until Gen 5 where GameFreak made an active effort to make shitty Pokemon more useable for you. Unfortunately they paired this some of the most plainly optimal in-game picks in the franchise and stupid evolution levels.

It's probably moreso unchosen for being the least "cool" birdmon of Kanto, but battlewise I was able to use it all the way through to the Elite 4.

It also learns Fly which is still hilarious to me.

Poor Illumise and Volbeat. Known as the gen 3 Nidorans with gendered differences, and the signature Signal Beam users. Then Signal Beam became a tutor move and could be taught to everything under the sun, then the two fireflies got dexcut, then Signal Beam got movecut. Kinda sad to watch a Pokemon go extinct like this.
