I've done it with a team of 37-39 before, using shitmons like Skarmory and Jumpluff.

Also beat Emerald the other day with a team of 41-43 and shitmons like Shiftry and Manectric.

Like most JRPGs, the older Pokemon games are balanced around the assumption that bosses are higher level than the player. This is very confusing to newer Pokemon fans, because newer Pokemon games do the opposite and make sure bosses are lower level than the player.

You don't need to grind your whole team to level 88 in order to beat the game, the developer assumption is that you'll use type compatibility and status moves to your advantage and make up for the stat discrepancy. This gets lost on newer players, who either play the game in a way that's unintended and claim it's too boring, or play the game poorly and claim it's too hard.
