"so ugly its cute" only works if the pokemon has like 2 or 3 points of cuteness out of 10, something like bidoof gets by because it's stupid name and an extremely simple expression that kind of makes it look like a plush, same deal with other non conventionally cute Pokemon that are considered cute like Quagsire or Chandelure.
Frigibax is just fucking ugly, there's not even a semblance of cuteness. Maybe if the nose matched the rest of the face you could have a Yoshi-like appeal, but that doesn't make up for the weird as fuck, lumpy head shape, the awkward mouth and hands that are a little too detailed. Like the other anon said it looks like a fucked up frog.
I think this could be forgiven if the later evos got cuter or cooler but I think it's safe to say Baxcalibur is the least popular pseudo quite possibly ever, since even the less popular ones like Goodra and Kommo-o have their fans.
