Kanto region was Kanto region, which is also the most important region in Japan by a mile.
Johto was basically a parody of Kyoto specifically
Hoenn is a more exaggerated version of the Kyushu region, somewhere Masuda's family would regularly go on vacation.
Hokkaido region is sorta bumfuck nowhere, but it gets some recognition as "the cold region", and was an obvious choice to contrast Hoenn previously.
Literally nobody cares about the rest of Japan except for the people who actually live in those regions (which in some cases, isnt really that many), that combined with the fact that pokemon is a franchise popular across the globe made branching out from Japan the obvious choice.
