A police officer is not going to take people to police stations if they don't have IDs on them, because having one isn't the law, you just need one to basically do anything as an adult but thats pretty much anywhere. Also, children do not need IDs for anything, you can get your child one if you want to but its not a requirement.

Nope. In the US it's not illegal to go out without your ID. In Japan it's certainly is and you will be take to a police station if you don't have an ID. I know this because I seen it happen to a friend of mine in Japan. In the states a cop my stop you if they think you a suspect of a crime but he can't detain you for not having an ID. In Japan they can.
