It's less that soft structures don't get preserved ever, we have entire "mummies" that show skin and even organs, but that it takes a miracle and a half for it to get to the point of becoming a fossil

Yeah, that just happens a lot less often than fossilized bones, so we have a lot less of them and know less about those parts on fewer species.

It's addressed. Its said in the text that that part is thought to have no bones.
In-setting its not supposed to be the actual bones they recovered.
