When he was introduced in Gen 3 you couldn't catch him, you could only get him from certain NPCs. To prevent people cheating him in and catching him themselves, they made his catch rate the bare minimum, 3. When they added Beldum in the wild in gen 4, they never buffed his catch rate because they're retarded.

Beldum evolved into a wildly powerful pseudo legendary so him being really hard to catch on top of only having a self recoil move, forcing you to be extra careful in catching it sounds fair. Most pseudos were rare or very lategame until the games went 3D and you could get a Bagon before the first "gym", the only exception being Gible who is also very out of the way.

According to Bulbapedia, that's just in the original non-Ultra Sun/Moon, it's Heavy Ball not Beast Ball, and it's not a rounding error. Heavy Ball is unique in that it adds or subtracts from the catch rate instead of multiplying by a modifier. If the catch rate is 20 or less and the weight is under 100 kg, 20 is subtracted from the catch rate giving zero or negative which is clamped to zero. All other factors are multiplied so whatever you do the result is zero. This only affects catching Beldum and the Tapus in a Heavy Ball.
Ultra Sun and Moon change that 0 to 1 so it's just a very very low catch rate, but still possible.
