Because starters are Pokemon that are faces of particular generation and are used also in other media, so they need body type that will not look out of place outside of water.
Think about how retarded are floating Goldeens and other fishmons. Imagine shit like this being prevalent in anime and every other media where you cannot just chalk it up with "hurr durr limited game mechanics duurrr preaso understando".
