Can there be evil Pokémon? I'm aware most species act on their instincts but they're still more intelligent than the average animal, some more than others. Not all Pokémon operate on a hivemind so it's entirely possible for an individual Pokémon to have its own personality and commit evil acts, fully aware of said actions.
