Arven tries to insert himself into conversations, claims his friendship with the MC is better than theirs etc. She doesn't know him at all so she gets annoyed at him, but apologizes once she realized that he's in a tough situation and wasn't being mean at all. They're just both dumb teenagers who have been hurt in the past and don't easy trust others.
Also, I think it's also to show Penny's character growth. In the beginning of the game, she was very shy when those two Team Star grunts bothered here. But when Arven was being annoying, she stands up for herself and tells him to shut up.

She can't pick up on social cues at fucking all. That plus the fact that she's obsessed with battling, it's her "special interest".
No idea what's up with the stamina thing though. Pretty sure Nemona is implied to have some kind of illness.
