Given that the vast majority of Sun/Moon trainers actually had EV trained Pokemon, I'm inclined to strongly agree. I had trouble whatsoeever with multiple trainers until the Elite Four and Red. Gen 1 trainers were shit no matter how many Pokemon you use.
Gen 7 expected you to grind a bit because, y'know, you were expected to actually look for new Pokemon. Later games don't seem to have that same expectation for the player.
