Going from snake with fire tail, to snake with legs and fire tail, to snake with no legs and a spider tail, is too different.
There's no consistency. It's arguably worse than Wartorle->Blastoise and that at least had the excuse of being two completely different evolutionary lines mashed together at the last minute.
