I can get Seed Bomb on Donphan since there's that whole thing about elephants spitting seeds, but why the fuck it can use Ice Shard? Its basically the only non-Ice type that can use it. I know a lot of pokemon can generate ice on their bodies (Ice Punch/Fang/Spinner), even Donphan, but Ice Shard appears to be such a specific move for Ice-types.
Also, why most Pokemon can set rain and sun but not snow? Makes no sense.
Scald is the most ridiculous, before gen 9. I can kinda get that Coalossal gets it, since some Rock-types can generate water (like Rhydon using Surf) but how the fuck does Emboar, Centiskorch and goddam Raikou get it? How the fuck can Raikou use Scald and not Luxray, for instance.
Giving and taking away moves have been so common between gens, it appears they only care about balancing now and not making any sense.
