I’ve always thought of Giratina as being equivalent to the Pokémon devil and being a sort of counter to Arceus. The distortion world is a cool concept that should’ve been utilised further

I wouldn't put it past that. But I hear that its also inspired by the omukade, giant centipedes that antagonizw serpents and dragons. Centipedes represent decay and destruction as well as impurity and I think its interesting how despite being a dragon type Girantina looks a teensy bit insectoid.

Palkia was given a Pearl (on the shoulder). Palka's feet are shaped like a "pair of compasses". Palkia's body is shaped like a cubic curve. Palkia has angelic wings.
Dialga was given a Diamond (on the heart). The pointy parts are supposed to look like clock hands and a gnomon.
Giratina is based on Yama, King of the Dead. Also, Platinum and Fire-Opal.
You can even see the 王 in his neck.

The statue is ambiguous to reflect the mix of the two as what people though was Sinnoh, not other way around.

Palkia is water because pearls are found in clams underwater. Dialga is steel because diamond in Japanese is 金剛石 (kongoseki, "strong metal stone"). Giratina is ghost because it comes from another parallel universe. All three are Dragon because of their dinosaur-like features. Dinosaur in Japanese is 恐竜 (kyoryu, "scary dragon").

BDSP uses 3d models, it expresses things differently.
If the original idea was for the statue to represent Dialga in Diamond then Brillaint diamond should've had Dialga.
It didn't.

Clearly both pokemon were designed to look the same as the 2d statute.

They weren't designed first and then the statue after to look like them by mixing their features because as you can see it's not a mix of both. You can see either depending on how you look.

If Arceus was to represent order and creation, Giratina would be chaos and decay and rot. Now that I think of it, it’s more carefully thought out

Its the other way around, the statue was made to represent both. If it were the way you claimed, then each game should have its respective mon in-universe.
Both PLA and in a smaller scale, Platinum deal with this, there's an interpretation issue on what Sinnoh/Arceus is. In PLA each clan thing is a single mon and in Platinum Cyrus thinks its JUST Dialgia and Palkia.

Giratina used to be some kind of Hades legendary Pokemon that guards the underworld in Diamond and Pear. It was said to appear in old cemeteries and Turnback Cave has ghosts. Turnback Cave feels like the entrance to the underworld. Then it was retconned into being some kind of antimatter monster and Turnback Cave became the entrance to some weird world with different physics.
It's appearance is based on the Kaiju Destroyah. The Altered form is a bit like a six legged dinosaur or dragon with some insectoid appearance and the origin form is insectoid.
Dialga is some kind of four legged dinosaur. I forgot the name of it. Maybe it had some Kiaju influence?
The time aspect is based on some time Gods.
Palkia seems to be based on Space Godzilla. It also has that dinosaur look with some futuristic extras. Maybe the whole space controlling concept is also based on something?
I've heard that Dialga and Palkia are based on the two Gods who created Japan and are the parents of Amaterasu and Susanoo.

Right, that they completely changed the entire design process JUST for the literal 2 cover legendaries is more acceptable than the literal plot of PLA.
