Those two are pretty much the highest for such criteria. If you disregard prowess in Pokémon battle; Steven is the most powerful of all champions.

Most people played DP & BDSP, not Platinum
Doesn´t Cynthia only appear like 2 times in the whole story and does nothing. I can´t even think a single character or personality trait Cynthia has. For a lot of gym leaders I can name at least 1 or 2 basic character traits they have. While I can´t name a single one Cynthia has besides being stoic and being into lore I guess. I honestly think Cynthia is only absurdly popular just because she´s the first female champ

Cynthia has cameos in multiple later games and plenty of screentime in several anime seasons and Masters - people watch and play that
for the initial games - just her battle alone was enough to catapult her to popularity.

Also, people played Platinum plenty.

it really does something platinum distortion world accompanies you but dialogues make it clear I don't fight with anyone and a stupid mission ducks lance and steven at least fight side by side with you they contribute destruction teams in master ex solp this is for zero personality all master ex and be basically cardboard sales and in anime he did not do much more haul or steven in the specials cyntia loved for being the first female champion
