Don't forget that until very recently, Pokemon games were 2D linear games with random encounters and small routes between small cities. And most 'routes' were just a few meters long corridors with 3 trainers and 4 patches of grass. Also, everything was happening in separate screens, not in the game world. Technically they were extremely primitive games.
SV is the biggest evolution the series ever had, it's the first real open-world with full overworld encounters and overworld battles it's way more technically demanding. I guess delaying the release for several months to work on graphics and framerate optimization wasn't considered the right thing to do.
