How deft are you candy-asses?
First of all, that's plain false, return, HP, pursuit, tail glow, PuP and a shit-ton of obviously usable legendary's signature moves
>what is move variety and thematic
>what is early to mid-game BP scaling
>what is balancing high BST by saving 90+ BP to higher levels
Also, do you hate niches?
A lot of those moves actually got some usage in comp in one form or another, jump kick is a staple on dodrio, meditate is the best set-up option for things like the elektivire and medicham lines, clamp has been used for trap-passing, grass whistle appeared in multiple tiers through multiple generations, magic coat wins a lot of leads match-ups, etc

Which they did for 22 years. They had an opportunity to cut in Gen 3 when transfers from Gen 2 weren't possible. If they did it then, fans probably wouldn't be as upset and wouldn't have grown expectations of having every mon, move, and ability maintained.
Notice how nobody brings up items in dexcut conversations. There were cuts on items back then such as Berserk Gene being Gen 2 exclusive or all berries getting reworked in Gen 3 making Mystery Berry and actual mystery. For a later example, look to Gems.

Redundancies usually exist because flavor-wise a mon wouldn't be able to learn a move that'd mechanically fit it. Like Shadow Punch and Claw being very nearly the same but Dusknoir can only learn Punch. This is particularly a problem with Flying mons so shit like Dragonite doesn't get a solid flying Stab since it isn't a bird.
No idea what the deal with your Pic is however because I can't imagine any mon that can bind something but doesn't wrap it or a mon that can wrap something but can't bind it.

I think the idea is supposed to be that wrap involves physically coiling their body around the opponent while bind involves some other means of physically restraining them
or at least it should be like that, but both of them are physical contact moves with the same stats in every regard except for a slight accuracy difference

Bind can be learned via Move Tutor in Gens 5 - 7. Wrap is level up only with the exception of Heatmor via breeding. All Pokémon that can learn Wrap at any point in the series can learn Bind via Move Tutor with the only exceptions being Dhelmise and any Pokémon introduced after Gen 7.
Some good examples of a Pokémon that can Bind, but not Wrap would be Pinsir, Dusclops, and Klink.

To be honest, Assist had way too much potential to be degenerate thanks to Prankster. Hidden Power is now legitimately free coverage for special attackers thanks to Hyper Training, and punished X4 weaknesses way too much.

Actually you raise a good point about scald. Instead of straight up removing the move, shelf it to 1 pokemon or 2. Or allow the move to be used but cannot be learned or passed down in current gen.
Gamefreak hates transfer moves, but if they just recycled animation and allowed the moves to exist but not in comp that would be the perfect happy medium.

Beserk Gene would be fine, if not underpowered a bit now. You need a Pokemon immune to confusion or hope you don’t kill yourself on confusion. You can even recreate it a little with Mirror Herb.
