I don't know why since there's plenty of Digimon games that are straight forward JRPGs, but I guess he means things like how Digimon evolve completely differently to how Pokemon evolve

Digimon are supposed to have large evolution trees which you can explore. Evolutions are not permanent, in traditional digimon you evolve to a certain point then yout digimon reincarnates and you start again, in cyber sleuth you can devolve and evolve a digimon as much as you want.
Pokemon mechanics strip digimon of one of their most unique features.

That's not the issue. The issue is evolution is permanent. Plus huge branching interconnected trees are necessary as well.

No, use one of the engine updates with Gen 8 or 9 support, the add literally every Digimon you can think of (except for shit like DotAgumon and ToyAgumon).

I found some really edgy Digimon SRPG fangame and the creator made a loud point if not having any pokemon in it, along with no humans or more popular common Digimon, so I assume you can find plenty of examples

I don't see the problem with branching evolution paths. For a pokemon game with digimon instead you can easily do it, Just make the story similar to the anime with some nutjob digimon trying to take over the world and you have 6 tamers who each have a baby digimon, Who digivolve into different digimon depending on the circumstances. I.e Koromon can digivolve into Agumon if it reaches level 10 while it can also digivolve into Commandramon if it battles 20 times. It can evolve into Chuumon if it levels up while poisoned. Then you can apply this to all the 6 partner baby digimon.
