You bring a Jumpluff holding a flame orb next to Luxray with Guts holding WP. Luxray protects and Jumpluff sets up tailwind turn 1.
Turn 2 the Luxray teras into psychic. Jumpluff uses fling onto Luxray, since it's super effective now, triggers WP. When you fling a flame orb, it has a 100% chance to burn, so now you have a Luxray with Guts, with a burn and a weakness policy activated.
Problem? The most common pokemon in the entire format right now is an incredibly fast ghost type, and some of the other mons that are very common are all dark types. All that, to set up a Luxray of all things, a mon with such an infamous terrible TM move pool that one of your best moves is Spark. For all intents and purposes, yes, it works. But doing all that work, just to set up a Luxray is pretty retarded when you can literally do the exact same set up with something like a Hariyama or even Ursaring. Hell, Ursaring you could do it with, and instead of using a WP, you could use an Eviolite and have a burn at the same time as being far more sturdy with a better move pool. It's still terribly bad to tera psychic for basically any mon that isn't Armarouge looking to do big damage with expanding force, but yeah.
