They're voting on whether to allow Last Respects Basculegion until it proves itself broken or just nuke Last Respects now and free Houndstone. Nobody really thinks Last Respects Basculegion is going to be okay so it's essentially just a question of now or later.

Autism. Because Houndstone tanks priority better, has natural Fighting coverage, and Sand breaks sashes, you could argue that “its only broken on Houndstone”, but really anyone with a functioning frontal lobe can tell you the same thing.
