First of all have you seen the level up movepools in early gens. Getting a BP 60BP STAB special move before level 40 puts Typhlosion ahead of the curve. Also, thanks to TM's Typhlosion gets access to Fire/Thunderpunch which takes care of mostly everything so you're free to do what you want with the last two slots.
Also, because this is Gen2 you can max of all your stats so 84 attack is solid. so there is no reason it can't go mixed with things like Dig or Earthquake or even Rollout if you want to give Bird-Keeper Lance the Whitney Special.
Also also, because badge boosts exist normal moves like Headbutt is great early game options.and Cyndaquil/Quilava are fast enough to appreciate the Flinch chance.
Typhlosion got shafted hard by Game Freak in PvP (either due to being accidently lost in the shuffle of nu-gen shillmons, or begin actively sabotaged to make CHARIZARD look better you can decide), but its more than solid for a GSC playthrough.
