The same simple answer is the leagues are never called a yearly thing in the anime. And even if so at least two Wallace Cups have passed in the series between DP and BW.

Steven didn't "become" the champion in XY, everyone originally knew him as the champion until Emerald came out, and even there he was clearly presented as above champion tier and a secret final final boss.

And if you're referring to the fact that Steven originally appeared in a single episode of AG where he wasn't referred to as the champion, that episode was written long before Emerald and the character as he appeared there was 100% obviously intended to secretly be the champion, just like he was in the part of the game they based that episode on.

Game Iris was one of the strongest trainers in the region in BW and needed a two year timeskip to become champion. Anime Iris was getting her shit kicked in all over the place and then magically became champion in less than a year. Then just kept losing.

Do you think Iris and Clair would get along? My headcanon is they meet in like Unova or something and Clair is flabbergasted that this little girl is so much stronger of a dragon trainer than she is and gets increasingly angry as they hang out.

Ash was 15 or 16 at the end (by sheer number of episodes) but the writers kept him eternally 10 because they couldn't handle their mascot changing.

Bad writing and marketing are at fault.
XY was top for this reason, without the cringe rival at least.

Real talk though, Alder retired and left the seat vacant. Iris was the first serious trainer to challenge the vacant throne and, was able to beat the Elite Four because of her natural skill, and at the time there were no other real contenders so the title went to her. In other words, it's less that she's a big fish in a small pond, and more that she's a medium fish in a pond that doesn't have any big fish in it who give a damn (for now)
