It's crippled by the fact that it's made by a development team that at the time, had no idea what a pokémon game supposed to be. Pokémon games aren't really meant to be plot heavy. Players investing themselves into plot is just setting themselves up for dissapointment. Coloseum doubles down on plot, so double the dissapointment.
If you think about the circumstances at the time, you'll realize GameCube games, both Colosseum AND Gale Of Darkness is just there to bridge the pokédex gap of missing Johto pokémon for Ruby & Sapphire. Since Emerald wasn't available by the time Colosseum came out. Limited selection of pokémon in Colosseum is just a side-result of this. But it also provides a good challenge for veteran players out there: Being forced to finish all of the colosseum mode battles with available mons are really, REALLY hard. A side note here for RNG manip autists: Raikou Entei and Suicune can only get proper IV's in Colo since ones in FR/LG are subjected to "roamer bug" IV glitch.
Now for what's REALLY wrong with Colosseum is that it's simply UNFINISHED. There's at least 25 more pokémon cut from the final release, Add on top of that the failure of e-reader which resulted additional content cut, namely Virtual Trainer room (e-reader dependent content) which is the fastest way to grind poké-coupons. (changed to battle CD in XD)
But maybe the WORST offender is the Japanese bonus disc content. Which is PROGRAMMED IN THE GAME. NA & Pal versions are untranslated and choppy, but they work with Action Replay nonetheless. So the disk itself works like an in-game event item of sorts.
