Before Cycling Road was retconned into Pokemon Road it wasn't landlocked because Cycling Road was a bicycle road specifically for this purpose.

For some reason they reconned the original Kanto artwork of Cycling Road being a bridge. Only HGSS got this detail right, so the ship goes around the safari zone and under the bridge.
