First evo is Turwig then Piplup, final evo is a tie between Infernape and Empoleon, although Torterra is cool too.

When I was a little kid my favorite was Torterra because I really liked dinosaurs and it reminded me of a dinosaur even though it's a turtle. But my first starter was Empoleon, because I got it by mistake without knowing how to "New Game". But over time I loved Infernape, because of its sprite in Platinum, anime, competitive and generally cool design.
Recap, Torterra from favorite is my least favorite of the three because it's not that good at battles. Infernape is my favorite of the three. Empoleon definitely in the Top 3 Water starters, with the unique Water/Steel.

Grotle is a decent candidate, but it’s nowhere near as bad as Chimchar or Prinplup

I like Torterra and Empoleon about equally as much, though I normally opt for Piplup.
The World Turtle is just cool, but I find it hard to build a team in Sinnoh games around Torterra, so I generally opt for Empoleon. I used Torterra on my PLA squad though.
Empoleon is pretty cool too. I like to imagine it using its steel blades to cut through ice. Piplup is probably the cutest of the base forms as well, though Prinplup is a little awkward. I normally pick Empoleon, it was on my Platinum and Brilliant Diamond teams.

It's Torterra, what more do I need to say? The design speaks for itself. It's the perfect mix of a Gen 1 kaiju and a more complex design from later gens before they got retarded

It's always really hard for me with Sinnoh, because I love all three a lot. I guess I have a slight more love for Piplup since it was my first Sinnoh starter, but Turtwig and Chimchar come very close.
