One mediocre town doesn’t change how dull of a region Johto is compared to Kanto, or hell, even that full Japan region they scrapped in development. The fact that it took them 3 years of dev time + remaking everything from scratch for a region that amounted to bland fields and wet caves is damning evidence for why noone at Gamefreak or TPC wants to acknowledge it. Combine with disappointed playtesters, Shudo’s autism OC shoved to the title of other version, Sugi’s disappointment with making less cool designs, and the idea of “pokemon 2” to begin with being responsible for the soulless marketing that was pokemania and their being chained to TPC for eternity… it’s no surprise Johto is such a black sheep among the devs.
