Last time it was usable in Comp(back in Gen 7), it was NUBL.
Typh was NU, and Charizard was PUBL at the time.
Incineroar was NU then, but climbed to RU in Gen 8

Starter Pokemon get fuller movepools than others of their types all the damn time. What separates a viable starter from a shitty one has almost always been the quality of its hidden ability, an immunity to a random chance that only ever happens 4% of the time anyway is a really shitty ability for samurott to have, especially if it can't even learn bulk up or calm mind to take advantage of that

It's 99% to do with how good its ability is. Swampert and Meowscarada are the only two good starters that run their base ability. And the cat is probably going to fall off hard with all the birds being added next week.

Burn Up exists in the game but nothing actually learns it natively. You can spam it if you Tera Fire so depending on how transfer moves work Typhlosion might be usable this gen
