Genuine curiosity, why NPCs don't use shiny Pokemon in the games?

Sometimes the anime shows people with shiny pokemon, but for some reason that never happens in the games.

Shiny are so fucking "look at me I'm so special and unique" so I roll my eyes when I see someone have it. But I do think some trainers have a chance if their pokemon being a shiny

I think trainers have a chance to have a shiny in the Battle Pyramid in Emerald I believe. I think it's the Pyramid, I know it's one of the Battle facilities in Emerald.

Gen 3 and 7 have shiny trainers

Shiny Meowth, Espeon and Seaking in 3 is locked behind the trainer tower and 7 has the golden exeggcute guy

NPC pokemon should have the same 1 in ~4000 chance to be shiny that wild pokemon have, just for funsies. Maybe give a higher chance to the NPC's whos job makes sense to maybe grind/farm shinies, like breeders or pokemaniacs or whatever.

If we ever get a canonical global grand champion character who's supposed to be stronger/higher ranked than even the regional champions, their ace pokemon should be shiny, whatever it is. I can't think of any character who could have a shiny pokemon and not have it just be cringe. And I say this as someone who majorly simps for multiple characters.
