It's just because they were the oldest games that weren't already in Sinnoh. Wouldn't make sense to make a regional for something like Geodude when the original is already everywhere in the region, and remaking a gen 8 mon when they had just released would skip over others that had waited years for an update, so gen 5 and 6 split the difference.

IIRC Growlithe and Voltorb weren't in DPPt Sinnoh, and Scyther was just rare in Plat.
