You can usually guess new pokemon by what type weakness the elite 4 have for the first week of the month. There's ghost, ice, fighting, poison, and steel so Samurott will get left out for now.

Rei had a cameo as the "protagonist" in the anime special. Plus Masters already went with Dawn as the protagonist and Lucas as the professor's assistant, so it'd make sense to flip it around for Rei and Akari by making Rei the protag and Akari the Survey Corps member.
