Is the RNG for catching pokemon formulated when the encounter starts or the turn when the pokeball is thrown.
I've been trying to catch pic related in Heartgold for a while now and it feels like it might not be the turn when you throw the ball.

>send in crobat with wacan berry
>get raikou down to red and save state
>turn one, get one shake
>turn two, get no shakes
>turn three, get two shakes
>reset savestate
>turn one, get one shake
>turn two, get no shakes
