Even then the only thing not feminine about Penny is her hair. If it was a more traditional female cut, even with the same colors, nobody would have complained.

Nah I started with Pokemon Red in 1998 and I find Penny incredibly cute. She's like a deadpan pokeloli Velma Dinkley with Lydia Deetz's angst. I don't give that much of a shit about her anti-bullying thing, but her design is nice. It's the younger generation that shrieks tranny constantly that hates her the most.
