Jasmine and Morty are both a bit more popular than her, and everyone else is either a protagonist, shilled, plot-relevant, or Nessa who I assume was current gen at the time. This is a questionable metric to measure popularity by anyway, since it's not too odd for gachas to randomly throw a few bones to less liked characters in the midst of all the shilling.
"Popular" and "unpopular" are relative terms, and contextually most people don't use the word "unpopular" simply to mean "anything less than popular". A lot of characters fall somewhere between those terms. It doesn't make sense to call memorable, well-liked characters like Whitney and Morty "unpopular" just because they aren't Cynthia, but the disparity between them and the Cynthias of the series is so big that it doesn't make sense to call them "popular" either.
