In almost every situation, it needed that plus one from DD while others usually were tied or outspend without a DD. Also the general lack of versatility of Haxorus. Team Preview was new and people especially liked using pokemon that had multiple viable sets. For example, Dragonite had the bulk to do a few different things. Salamence with 110 special could be a mixed attacker. Garchomp with rough skin and stealth rock could be a physical Wall/Hazard set.
Haxorus almost always I knew was a choice item or a setup sweeper set.
