It's a slowbro set that can force the battle to go on until one of the players forfeits, it's why Smogon has an infinite battle clause. It's baffling to me, because you could easily replace heal pulse with an attacking move and you'd have a good stall/chip set, but this is just pure evil.

Slowbro with Block, Recycle, Heal Pulse, and Slack Off. It's Oblivious to prevent Taunt and holds a Leppa Berry.
You trap something with Block, then just wait. Recycle to get your Leppa back and recover PP, and use Heal Pulse on the opponent when they get down to Struggle so they can't die. It makes an unwinnable battle for both participants.

You send it on something that won't status it and can't kill it. It'd be even more deadly in Gen 9 because Slowbro could Terastallize into a Poison type and trap even Pokemon using Toxic.

And yes, there are people who genuinely get mad at Smogon for preventing the usage of Funbro. A large chunk of the anti-Smogon crowd on /vp/ whines about the ban whenever Smogon is discussed.
