It's also a way for Game Freak to force certain moves that have a certain gimmick or which might even be GOOD, but are still the sort of moves no one would ever waste one of their free slots on. Like Sleep Talk on Snorlax, or Conversion on Porygon. NO ONE ever willingly uses these moves but they could find sudden utility if they were just baked in to all members of the species.
