However I think they're doing Japanese theme DLC specifically for the Japanese audience at home because all the new main series games are set outside Japan now. First 4 regions covered the majority of Japan, the closest since they've gotten was Hawaii. Another shot in the dark to answer why they think SwSh didn't go over well.
