It's a normal cross gen evo that doesn't have its evolution method available, just like how certain Pokemon couldn't evolve in FRLG/HGSS. SV is currently weird with its evolutions, some can evolve like Basculin but some can't like Qwilfish and even Galarian Slowpoke.

Yep. Plus we know all of them will be in the DLC dex anyway because of the datamine, and combined with the mons being coded to learn specific moves upon evolution (which they weren’t in PLA) and it looks like we’ll be getting the evo items for them in the DLC.

You can get Yanmega, Tangrowth, Mamoswine etc. in HGSS’s main story before the E4 and they’re part of the Johto dex in that game.

It's not that complicated, and it's down to whether the evolution method is available or not.

Basculin can evolve because its evolution is a mere recoil damage counter.

Qwilfish and Stantler can't evolve because their evolution requires the existence of Agile/Strong Style mechanics.

Galarian Slowpoke, Kleavor and Ursaluna use an item that is currently available. I presume it will be available in DLC though, specially considering SV night is conveniently set in a permanent full moon.

Sneasler uses the same item as Weavile so no issue.
